Second Swiss contribution – Migration framework credit

With the second Swiss contribution (framework credits Cohesion and Migration) to selected EU member states, Switzerland aims to help reduce economic and social inequalities and better manage migratory movements in Europe. Switzerland decides together with the partner countries which programmes and projects it will support. The contribution is implemented until 2029.

With the second Swiss contribution, Switzerland strengthens and deepens its bilateral relations with partner countries and with the EU as a whole. In addition Switzerland can contribute to addressing current challenges in Europe in the area of migration that also affect Switzerland.

Responsibility for implementation of the Framework credit on migration lies with the State Secretariat for Migration (SEM). The Migration Framework Credit is primarily meant to finance programmes and projects in the following areas: Asylum procedures, infrastructure, voluntary return and integration and integration with the view of preventing secondary migration.

The Framework credit on migration is implemented through bilateral cooperation programmes and through the Rapid Response Fund.

The criteria used to define partner countries for bilateral cooperation programmes are primarily the migratory pressure and the needs of the countries concerned in terms of managing migratory movements. The SEM carries out an analysis for the identification of possible partner states. The projects financed under the Rapid response fund are managed directly by the SEM and possible applicants are invited to submit their applications on a regular basis.

As with the enlargement contribution, the Swiss Agency for Development and Cooperation (SDC) and the State Secretariat for Economic Affairs (SECO) are jointly responsible for implementing Switzerland's contribution in the area of cohesion. The Europe Division of the State Secretariat FDFA is responsible for the monitoring of European policy matters.
